QUESTION:
Is there a way I can specify command line arguments when debugging my Web Application?

ANSWER:
Yes, it's possible. To specify command line arguments when debugging, select Program -> Properties in the Studio and specify the command line parameters in the Parameters field.

The command line arguments set up in the Administrator are not used when running the program from the Studio.

It may seem confusing at first, but it's no different from a Windows program. i.e. you normally set up command line arguments using a shortcut to a Windows program, but when running from the Studio, the shortcut is obvioulsy not used, and so the command line arguments are not used either. It's exactly the same with a webapp program.
