PROBLEM:
Oracle tns names error when attempting to connect to an Oracle db

SOLUTION:
This problem can be caused by drive mappings being used in the .ora file.
Applications that run as a service, like the IIS W3C Services, don't know anything about drive mappings. If you want such a service to be able to connect to a network resource, you will need to have that service log in using a userid/password that is both known on the
local machine and the network server. Then you can point to that using UNC
paths (not mapped drive letters).
