This may happen after Microsoft has implemented a new security feature that limits the location of HTML Help files that may be launched.

This Microsoft article has a potential solution to this problem:

Add the following registry value:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions]
"MaxAllowedZone"=dword:00000001
And then you can start the CHM from a mapped network drive (Windows 2000
server in my case). You may also try changig the value of dword to 00000004 to get it to work.
